29 CFR 1926.20(b)(2):   The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person(s) designated by the employer:  a)  Jobsite located at 21 Seventh Street, Beach Heaven NJ 08008:  The employer did not initiate a program consisting of frequent and regular inspections of the worksite by a competent person.  Employees  were exposed to fall hazards while performing siding operations on a residential building, observed on or about 02/12/2013.

29 CFR 1926.451(g)(4)(i):   Guardrail systems were not installed along all open sides and ends of platforms:  a)  Jobsite located at 21 Seventh Street, Beach Heaven NJ 08008:   Company employees from Hitech Construction were exposed to fall hazards of approximately 18 feet to the ground surface below when they were using a ladder pump jack scaffold that did not have guardrails on the open sides while employees were installing the siding on the residence under construction.  Occurred on or about 02/12/2013.

The employees were using a pump jack scaffold to install the siding on a residence under construction.  Occurred on or about 03/06/2012.
