29 CFR 1926.1053(b)(1): Portable ladders were used for access to an upper landing surface and the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain access: a) Worksite located at Lake Denmark Rd, Rockaway, NJ-Susquehanna to Roseland Project A portable ladder used by an employee to gain access to the cluster drill tool did not extend 3 feet above the upper level of the tool exposing the employee to a fall hazard of approximately 9 feet to the ground below. Violation observed on or about 02/19/13.
