OSH ACT of 1970 Section (5)(a)(1):     Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employee(s) in that employee(s) were exposed to low levels of lighting:    Location:  In the Warehouse/Copper Building at Ace Scrap Metal Processors, 5900 Manchester Rd., St. Louis, MO  63110.    On or about Feb. 26, 2013, the employer failed to ensure that adequate lighting was provided in the Warehouse/Copper building where employees perform sorting activities for recycled scrap metal material and where powered industrial vehicles operate such as, but not limited to, forklifts and a skid steer loader.  This exposed the workers to the hazard of trips and falls, cuts from handling metal scrap and struck by hazards from the powered industrial vehicles.  Lighting levels were measured as follows:    a.)  Metal scrap sorting area - 0.8 footcandles (9 lux)  b.)  Scale area - 4.8 footcandles (51 lux)  c.)  Northwest portion of the warehouse - 1.1 footcandles (12 lux)    Among other methods, recognized and feasible means of abatement to correct the hazard include, but not limited to:    1.)  Implementation of the American National Standards Institute (ANSI) A11.1 1965 American National Standard Practice for Industrial Lighting standard.  2.)  Implementation of the ANSI/IESNA (Industrial Engineering Society of North American) RP-7-01, Recommended Practice for Lighting Industrial Facilities.

29 CFR 1910.37(b)(1):     Each exit route was not adequately lighted so that an employee with normal vision can see along the exit route.    Location:  In the Warehouse/Copper Building at Ace Scrap Metal Processors, 5900 Manchester Rd., St. Louis, MO  63110.    On or about Feb. 26, 2013, the employer failed to ensure that adequate lighting was provided in the Warehouse (Copper Building) to ensure that workers can adequately see the exit route in the event of an emergency such as a fire.

29 CFR 1910.212(a)(1):     One or more methods of machine guarding was not provided to protect the operator and other employees in the machine area from hazards such as those created by point of operation, ingoing nip points, rotating parts, flying chips and sparks:    Location:  In the Warehouse/Copper building of the ACE Metal Recycling site at 5900 Manchester Ave., St. Louis, MO  63110.    The employer did not ensure that the blade guard on the back of the Strip Technology Inc Strip-Tec Model 3000, S/N 6043, wire stripper was in place to protect workers from the moving blade.  The blade guard was held open with a wire.    ACE Scrap Metal Processors, Inc. was previously cited for a violation of this Occupational Safety and Health Standard or its equivalent standard 29 CFR 1910.212 (a)(1) which was contained in OSHA inspection number 314818030, Citation 1, Item 10(a), issued on 9/27/2010, and became Final Order on 10/20/2010.
