29 CFR 1926.352(c): Welding, cutting, or heating was done where the application of flammable paints, or the presence of other flammable compounds, or heavy dust concentrations created a hazard:    (a) On or about February 12, 2013, where employees were exposed to a fire and explosion hazard when crude oil was dumped into the catch basin while cutting and welding was performed on underground drain pipes in the load-out building of Bakken Oil Express located at 3761 115th Avenue SW in Dickinson, North Dakota.
