29 CFR 1910.23(d)(1): Every flight of stairs having four or more risers was not equipped with standard stair railings or standard handrails as specified in paragraphs (d)(1)(i) through (v) of this section, the width of the stair to be measured clear of all obstructions except handrails. a) Production floor; On or about February 22, 2013 and at times prior, the employer exposed his employees to a fall hazard in that he allowed his employees to access/regress the platform by using stairs with 4 risers that did not have a handrail to include a midrail installed.
