Crossbraces were used as a means of access.   On or about February 22, 2013, the employer did not ensure the tubular welded frame scaffold had a ladder for employee access or egress.  The employees were climbing the cross bracing and/or end frames to gain access to the scaffold.  Employees were exposed to fall hazards.
