29 CFR 1926.451(e)(1):     When scaffold platforms are more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from another scaffold, structure, personnel hoist, or similar surface shall be used. Crossbraces shall not be used as a means of access.    (a). Lot P-20, Reunion Subdivision, Madison MS - On or about February 22, 2013 employees did not have adequate access to the scaffold in the form of a portable ladder, hook-on-ladder or attachable ladder, thereby, exposing employees to a 18 feet fall hazard.    Castellanos Brick Mason, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.451(e)(1), which was contained in OSHA inspection number 313631814, citation number 1, item number 4 and was affirmed as a final order on August 26, 2010, with respect to a workplace located at Reunion, Bristol Way, Madison, MS.

Guardrail systems shall be installed before the scaffold is released for use by employees other than erection/dismantling crews.    (a) Lot P-20, Reunion Subdivision, Madison, MS - On or about February 22, 2013 employees were performing masonry work from a 3 tier welded frame scaffold that lacked a guardrail system.  Employees were exposed to a 18 foot fall hazard.      Castellanos Brick Mason, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.451(g)(4)(i), which was contained in OSHA inspection number 313631814, citation number 2, item number 2 and was affirmed as a final order on August 26, 2010, with respect to a workplace located at Reunion, Bristol Way, Madison, MS.
