29 CFR 1926.451(e)(1): Scaffold platform more than 2 feet above or below point of access, was not provided with a ladder or direct access from another structure or other equivalent safe access during use: a) On or about 02/22/13 CSHO observed an employee working on and from ladder scaffold installing new soffits when he was not provided with a ladder and or direct access from another structure for safe access during use. Employee climbed ladder that was part of the scaffold system.
