29 CFR 1910.24(h): Standard railings were not provided on the open sides of all exposed stairways and stair platforms: (a) Bldg. 9630 Packing and creating area storage loft. Lower six stair treads were not guarded by handrail on the open side of stairs. (b) Ordinance recovery area brass collection, stairs leading to dumpster. Platform at the top was open on one side with a gap of approximately 17 inches between platform and dumpster.
