29 CFR 1926.453(b)(2)(v): A body belt shall be worn and a lanyard attached to the boom or basket when working from an aerial lift.    On or about 02/15/2013, the employer did not ensure that employees working in the basket of an aerial lift were wearing a body belt as a positioning device or a full body harness, both with lanyards attached to the bucket or boom of the lift. Employees were observed working from an aerial lift tightening fiber optic cable at the locations below without being atttached to the bucket or boom with a belt or harness. The bucket was at an elevation of 20 ft.    INSTANCES:    a. At the corner of Bluebonnet Blvd and Blue Cross Blvd, Baton Rouge LA.  b. Near the corner of Gall Ave and Bluebonnet Blvd, Baton Rouge LA.
