29 CFR 1910.134(h)(3)(iii): Air and oxygen cylinders of self-contained breathing apparatus were not maintained in a fully charged state: On or about February 11, 2013, in the dog house of Desta Drilling Rig #17, the escape pack #8060 had an empty air tank. This condition exposed the employees to potential respiratory hazards.
