29 CFR 1926.501 (b)(13) Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system. On or about February 22, 2013, two employees were observed working on the edge of a residential roof without any type of fall protection system in place. This condition exposed the employees to a fall of over 7.5 feet to the ground below.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee who was exposed to fall hazards that enabled each employee to recognize the hazards of falling and train each employee in the procedures to be followed in order to minimize these hazards. On or about February 22, 1013, two employees working on a residential roof were not provided a training program to enable them to recognize fall hazards. This condition exposed the employees to a fall hazard of over 7.5 feet to the ground below.
