29 CFR 1910.134(c)(1):     A written respiratory protection program that included the provisions in 29 CFR 1910.134(c)(1)(i) - (ix) with worksite specific procedures was not established and implemented for required respirator use:       (a)    At the facility, on or about 3/6/2013:  The employer required that the spray painters use half face cartridge respirators when spray painting, with no respiratory protection program established or implemented at the time of the inspection.      Abatement certification must be submitted.
