Employees working at the logistics area were exposed to entrapment in the event of an emergency.

29 CFR 1910.37(b)(4): Signs were not posted along the exit access indicating the direction of travel to the nearest exit and exit discharge when the direction of travel to the exit or exit discharge was not immediately apparent:    (a) On or about February 25, 2013 and at times prior, exit signs were not posted along the exit access at the logistics area indicating the direction travel to the nearest exit. Employees working at the logistics area were exposed to entrapment in the event of an emergency.

29 CFR 1910.176(b): Material stored in tiers was not stacked, blocked, interlocked or limited in height so that it was stable and secure against sliding and collapse:    (a) On or about February 25, 2013 and at times prior, employees were exposed to crushing injuries from 3 tiers of unstable trash bales at the logistics area. The trash bales were stacked approximately 10 feet high, inclined to the right, and showed signs of sliding.     (b) On or about February 25, 2013 and at times prior, employees were exposed to crushing injuries from unstable and unsafely arranged merchandise products. The employees stacked the unstable merchandise products using Crown SX-3000 pallet lifts on the storage racks approximately 12 feet high.

29 CFR 1910.37(a)(3): Exit route(s) were not kept free and unobstructed:    (a) On or about February 25, 2013 and at times prior, the aisles and work areas in the dairy cooler area and freezer leading to the exit route were stocked with food products and carts and were not kept free and unobstructed. Employees working in these areas were exposed to entrapment in the event of an emergency.       Note: Target Corporation was previously cited for a violation of this Occupational Safety and Health standard or its equivalent standard, which was contained in OSHA Inspection Number 312976046, Citation 1, Item 1, and was affirmed as a final order on March 6, 2010, with respect to a workplace located at 401 Easton Road, Warrington, PA 18976.

Employees use pallet lifts and store products and materials on the storage racks approximately 8 feet high.
