29 CFR 1926.501(b)(3): Each employee in a hoist area was not protected from falling 6 feet (1.8m) or more to lower levels by guardrail systems or personal fall arrest systems: Southeast Corner of the Site - A laborer was observed without fall protection while operating a wheel well hoist over top of a 20 deep underpinning shaft exposing him to a 20 fall hazard, on or about February 26, 2013. For the purposes of this inspection, the employer was determined to be the controlling and correcting employer of the jobsite. The employer is being cited under OSHA's Multi-Employer Workplace Policy. No abatement certification or documentation required.
