29 CFR 1926.502(b): "Guardrail systems." Guardrail systems and their use shall comply with the following provisions: toprails shall be 42 inches plus or minus 3 inches, midrails shall be installed at a height midway between the top edge of the guardrail system. a. On or about February 28, 2013, at the above addressed jobsite, employees and subcontractor employees entering the building on the first floor were not protected from falling due to an incomplete guardrail system on the east side. The guardrail system was missing a toprail, exposing employees and subcontractor to fall hazards of approximately ten (10) feet. b. On or about February 28, 2013, at the above addressed jobsite, employees and subcontractor employees entering the building on the first floor were not protected from falling due to an incomplete guardrails system on the west side. The guardrail system was missing a midrail, therby exposing employees and subcontractor employees to fall hazards of approximately ten (10) feet.
