29 CFR 1910.22(d)(1): On every building or other structure, or part thereof, used for mercantile, business, industrial or storage purposes, the loads approved by the building official were not marked on plates of approved design and securely affixed in a conspicuous place in each space to which they relate: a. A loft constructed from 2x6 lumber and supported by steel (and one nylon strap) cables attached to the steel roof truss, used for storage, accessed by a ladder and a wood constructed walkway, 12 ft from the floor, did not have a load limit sign posted; there was no engineering determination as to the load capacity of the loft; there was no determination whether the steel roof truss could support the extra load. (Note: the southwest corner of the loft frame had been damaged so that the frame corner had been compromised.) Abatement certification and abatement documentation is required for this violation. 29 CFR 1910.95(d)(1): When information indicated that any employee's exposure equaled or exceed the 8-hour time-weighted average of 85 decibels, the employer did not develop and implement a monitoring program: a. Hearing protection was not worn or not worn consistently during operation of saws and pneumatic nail guns; there was no monitoring conducted to determine 8 hour time weighted noise measurements, the need for implementing a hearing conservation program (providing hearing protection at no cost to employees, annual hearing tests and training), and hearing protection required areas. Sound level meter measurements at the time of the inspection were up to 105 dBA. (Note: if a hearing conservation program is established, including annual hearing tests and training, and heraing protection required for saw line employees and nail gun users, noise monitoring would not be required.)
