29 CFR 1918.32(b): The edge of a hatch section, or of stowed cargo, was not guarded by a vertical safety net or other means providing equal fall protection to exposed employees: a) Onboard M/V TEMA BULKER, hold number one, aft access ladder: While working from a thirty five inch landing two employees cleaning sugar from the access ladder were exposed to a fall of approximately twenty feet into the hold. Neither employee was protected by a fall protection system by a vertical safety net or other means providing equal fall protection.
