29 CFR 1926.451(g)(4)(i):  Guardrail systems were not installed along all open sides and ends of platforms before being released for use by employees other than erection/dismantling crews:    The employer does not install guardrail systems along all open sides of scaffold platforms.  This violation occurred on or about March 13, 2013, at the job site, where employees were exposed to a 13.5 foot fall hazard when working from the second tier of a two tier scaffold that lacked the required guardrails.    Able and Willing Construction was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 C.F.R. 1926.451(g)(4)(i), which was contained in OSHA inspection number 311956866, citation number 1, item number 7 and was affirmed as a final order on September 27, 2008, with a final abatement date of September 15, 2008, with respect to a workplace located at 14520 Highway 3, Webster, TX 77598.    Pursuant to 29 C.F.R. 1903.19, within ten (10) calendar days of the abatement date, the employer must submit documentation showing that it is in compliance with the standard, including describing the steps that it is taking to ensure that employees are protected from falling when working on scaffolds.
