29 CFR 1926.451(g)(1)(ii): Each employee on a single-point or two-point adjustable suspension scaffold was not protected by both a personal fall arrest system and a guardrail system:    a) Exterior Face of Building Between Roof and Third Floor - An employee was observed standing on a two point suspended scaffold work platform while attaching metal stud framing to the face of the building and a provided lifeline was not used, thus exposed to a 25 foot fall hazard, on or about March 13, 2013.    b) Exterior Face of Building Between Roof and Third Floor - An employee was observed standing on a two point suspended scaffold work platform while attaching metal stud framing to the face of the building and was not provided a lanyard, thus exposed to a 25 foot fall hazard.    Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.

29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems:    a) Roof, North Side - Two employees were observed standing near the edge handing down cut pieces of metal stud to employees working below on a two point suspension scaffold work platform and exposed to a 30 foot fall hazard, on or about March 13, 2013.    No abatement certification or documentation required.
