The employer did not ensure that fall protection systems and/or devices were used by employees engaged in roofing activities who were exposed to falls of approximately fourteen-foot (14'), as observed on or about March 13, 2013.  (b) East Wall, Davidson Township Municipal Building, 20 Michelle Road, Sonestown, PA: Employees working on the multiple level roof of the municipal building were exposed to fall from height hazards. The employer did not ensure that fall protection systems and/or devices were used by employees engaged in roofing activities who were exposed to a fall of approximately seven-foot, eleven inches (7',11"), as observed on or about March 13, 2013.  In accordance with 29 CFR 1903.19(c)(2)(i) and (ii), abatement certification is not required for this violation. Abatement was observed during the inspection.
