29 CFR 1926.501(b)(10) Each employee engaged in roofing activities on low-slope roofs with unprotected sides and edges 6 feet or more above lower levels, was not protected from falling by guardrail systems, safety net systems, personal fall arrest systems, or a combination of warning line system and guardrail system, warning line system and safety net system, or warning line system and personal fall arrest system, or warning line system and safety monitoring system. Or, on roofs 50-feet (15.25 m) or less in width, each employee was not protected by use of a monitoring system. (a) East Wall, Davidson Township Municipal Building, 20 Michelle Road, Sonestown, PA: Employees working on the multiple level roof of the municipal building were exposed to fall from height hazards. The employer did not ensure that fall protection systems and/or devices were used by employees engaged in roofing activities who were exposed to falls of approximately fourteen-foot (14'), as observed on or about March 13, 2013. (b) East Wall, Davidson Township Municipal Building, 20 Michelle Road, Sonestown, PA: Employees working on the multiple level roof of the municipal building were exposed to fall from height hazards. The employer did not ensure that fall protection systems and/or devices were used by employees engaged in roofing activities who were exposed to a fall of approximately seven-foot, eleven inches (7',11"), as observed on or about March 13, 2013. In accordance with 29 CFR 1903.19(c)(2)(i) and (ii), abatement certification is not required for this violation. Abatement was observed during the inspection.

The employer did not ensure that the side rails of the Werner MT-13 13' Type IA Telescoping MultiLadder extended at least three-foot (3') above the roof, as observed on or about March 13, 2013.
