29 CFR 1926.106(a):   Employee(s) working over or near water where the danger of drowning existed, were not provided with U.S. Coast Guard approved life jacket(s) or buoyant work vest(s)  At a jobsite in Rockford, Illinois employees participating in bridge construction were not equipped with life jackets after exiting an aerial lift that was located near or adjacent to water.  Abatement certification is required of this item in accordance with the requirements of 29 CFR 1903.19(c).
