29 CFR 1926.20(b)(2):     The employer did not develop an accident prevention program, that provided for frequent and regular inspections of the job sites, materials, and equipment, to be made by competent persons designated by the employer.    a) 118 E 4th St., Ship Bottom:  The employer did not ensure that frequent and regular inspections of the job site were made by competent persons.  As such, two employees installing drip guard on the edge of the sloped roof of a three story new construction residential structure were not using fall protection and were exposed to a fall hazard greater than 25 feet.  Observed on or about 3/15/2013.    NOTE: THE EMPLOYER IS REQUIRED TO SUBMIT ABATEMENT CERTIFICATION FOR THIS ITEM. FAILURE TO COMPLY WILL RESULT IN AN ADDITIONAL PENALTY OF $1000.00 IN ACCORDANCE WITH 29 CFR 1903.19.
