29 CFR 1910.151(c):  Where employees were exposed to injurious corrosive materials, suitable facilities for quick drenching or flushing of the eyes and body were not provided within the work area for immediate emergency use: (a) Car Wash Tunnel - Employees sprayed a solution of Eureka Lubricants custom wheel acid on vehicle wheels to clean the wheels.  The Eureka Lubricants custom wheel acid contained ammonium hydrogen bifluoride, a corrosive, and the establishment had no emergency eye wash, on or about March 12, 2013.  No abatement certification or documentation required.

29 CFR 1910.1200(e)(1):  The employer did not develop, implement, and maintain at the workplace a written hazard communication program which described how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met: (a) Magic Suds Car Wash, Inc., 5510 Pottsville Pike, Leesport, Pennsylvania - Employees had exposure to hazardous chemicals, including, but not limited to, Eureka Lubricants custom wheel acid, (which contained ammonium hydrogen bifluoride, a corrosive that can cause corneal burns, severe skin burns, can penetrate the skin and attack protein, subsurface tissue and bone).  The employer did not develop, implement, and maintain a written hazard communication program, on or about March 12, 2013.  No abatement certification or documentation required.

The Eureka Lubricants custom wheel acid contained ammonium hydrogen bifluoride, a corrosive that can cause corneal burns, severe skin burns, and can penetrate the skin and attack protein, subsurface tissue and bone.  The employer did not have the secondary containers, from which employees sprayed the cleaner, labeled, tagged, or marked with the information required by the standard, on or about March 12, 2013.  No abatement certification or documentation required.

29 CFR 1910.157(e)(3):  Portable fire extinguishers were not subjected to an annual maintenance check: (a) Magic Suds Car Wash, Inc., 5510 Pottsville Pike, Leesport, Pennsylvania - The employer provided three portable ABC-type fire extinguishers in the workplace.  Although the employer did not provide these extinguishers for use by employees and had trained employees to evacuate, the employer did not subject any of the three extinguishers to an annual maintenance check, on or about March 12, 2013.  No abatement certification or documentation required.
