29 CFR 1910.146(d)(9): The employer did not develop and implement procedures for summoning rescue and emergency services, for rescuing entrants from permit spaces, for providing necessary emergency services to rescued employees, and/or for preventing unauthorized personnel from attempting a rescue: (a)CHS dba Grainland Cooperative at 34661 County Road 53, Amherst, CO 80721: As required by 29 CFR 1910.146(d), the Permit Required Confined Space Program did not include procedures for summoning rescue and emergency services to rescue employees from permit spaces when necessary. In that, the rescue procedures in the company program were not written for this site. This condition exposed the employees to the hazards associated with permit required confined spaces at the facility not to include entry into bins, silos, tanks and other grain storage structures.
