29 CFR 1926.1053(b)(1): When portable ladders are used for access to an upper landing surface, the ladder side rails shall extend at least 3 feet (.9 m) above the upper landing surface to which the ladder is used to gain access; or, when such an extension is not possible because of the ladder's length, then the ladder shall be secured at its top to a rigid support that will not deflect, and a grasping device, such as a grabrail, shall be provided to assist employees in mounting and dismounting the ladder. In no case shall the extension be such that ladder deflection under a load would, by itself, cause the ladder to slip off its support. a) On or about March 25, 2013 and at times prior to, an extension ladder was used for access to an upper landing surface and the ladder side rails did not extend at least 3 feet above the upper landing surface, exposing the employees to fall hazards of about 19.5 feet to the ground.

29 CFR 1926.501(b)(10): Each employee engaged in roofing activities on low-slope roofs, with unprotected sides and edges 6 feet (1.8 m) or more above lower levels, was not protected from falling by guardrail systems, safety net systems, personal fall arrest systems or a combination of warning line system and safety monitoring system. a) Front of building on top of flat roof, On or about March 25, 2013 and at times prior to, employees were working without the use of fall protection such as, but not limited to conventional and or a safety monitor, exposing employees to fall hazards of about 19 feet 6 inches. Richter Contracting Company, Inc. was previously cited for a violation of this occupational safety and health standard which was contained in OSHA inspection number 310996707, citation 1, item number 1 and was affirmed as final order June 22, 2010, with respect to workplace located at 2400 Gillionville, Albany, GA 31707. ABATEMENT CERTIFICATION AND DOCUMENTATION ARE REQUIRED.
