29 CFR 1926.1053(b)(1): Where a portable ladder was used for access to an upper landing surface and the ladder length allowed, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:    a) The contractor's crew used a Werner 32' extension ladder leaned against the east side of the building under the rake edge overhang for access to / from the metal roof they were installing atop the new Hunterdon Hills Animal Hospital at 411 Route 22 in Whitehouse Station, NJ.  During descent, workers had to lay down and swing a leg over the rake edge of the roof to a catch a rung on which to lower themselves down to; exposed to falls in excess of 20 ft.    Condition(s) were noted on or about 3/22/2013.
