This was observed on March 27, 2013.

29 CFR 1910.22(d)(1): In every building or other structure, or part thereof, used for mercantile, business, industrial, or storage purposes, the loads approved by the building official shall be marked on plates of approved design which shall be supplied and securely affixed by the owner of the building, or his duly authorized agent, in a conspicuous place in each space to which they relate. Such plates shall not be removed or defaced but, if lost, removed, or defaced, shall be replaced by the owner or his agent. a) Rittenbaugh Transport, Inc. - The employer stored heavy equipment, machinery and tools on a platform/loft in the service garage which did not have an approved load rated attached to it's structure. This was observed on March 27, 2013.

29 CFR 1910.134(c)(2)(i): An employer may provide respirators at the request of employees or permit employees to use their own respirators, if the employer determines that such respirator use will not in itself create a hazard. If the employer determines that any voluntary respirator use is permissible, the employer shall provide the respirator users with the information contained in Appendix D to this section ("Information for Employees Using Respirators When Not Required Under the Standard"); and a) Rittenbaugh Transport, Inc. - The employer provided their employees with N95 particulate respirators without providing training [e.g. Appendix D of the standard] of the hazards associated with wearing a negative pressure, half face respirator. Employees are exposed to chemicals used to clean work tools and servicing trucks. This was observed on March 27, 2013.

29 CFR 1910.1200(e)(1): Employers shall develop, implement, and maintain at each workplace, a written hazard communication program which at least describes how the criteria specified in paragraphs (f), (g), and (h) of this section for labels and other forms of warning, material safety data sheets, and employee information and training will be met, and which also includes the following: a) Rittenbaugh Transport Inc. - A site specific hazard communication program was not developed and implemented for their employees who are exposed to hazardous chemicals when cleaning truck parts and the tools used to service the trucks. This was observed on March 27, 2013.

29 CFR 1910.215(a)(4): Work rests. On offhand grinding machines, work rests shall be used to support the work. They shall be of rigid construction and designed to be adjustable to compensate for wheel wear. Work rests shall be kept adjusted closely to the wheel with a maximum opening of one-eighth inch to prevent the work from being jammed between the wheel and the rest, which may cause wheel breakage. The work rest shall be securely clamped after each adjustment. The adjustment shall not be made with the wheel in motion. a) Rittenbaugh Transport Inc. - The bench grinder located in the garage/service area of the facility did not have its work rest 1/8 of an inch from its grinding wheel. This was observed on March 27, 2013.
