29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. On or about April 5, 2013, on the west side of the work site, an employee was exposed to a fall hazard of approximately 17 feet while engaged in installing acoustical wall panels on the roof of a commercial building.

29 CFR 1926.503(c): When the employer has reason to believe that any affected employee who has already been trained does not have the understanding and skill required by paragraph (a) of this section, the employer is to retrain each such employee such as inadequacies in an affected employee's knowledge or use of fall protection systems or equipment indicate that the employee has not retained the requisite understanding of skill. On or about April 5, 2013, on the west side of the work site, an employee was exposed to a fall hazard of approximately 17 feet while installing acoustical wall panels on the roof of a commercial building. The employer is to provide retraining to the exposed employees.
