29 CFR 1926.502(b)(4): When the 200 pound (890 N) test load specified in paragraph (b)(3) of this section was applied in a downward direction, the top edge of the guardrail deflected to a height less than 39 inches (1.0 m) above the walking/working level: On or about 4/9/2013 at the 59 Waterville Road Construction Project, the cable guardrail system in use at the Upper west side deflected to 37 inches when a test load was applied to it in a downward direction.
