Silo #1 - The rusting 83' fixed ladder leading to the top of the silo was not painted or otherwise treated to resist corrosion and rusting.  Employees were utilizing double lanyards to hook on and off the ladder to ascend and descend the fixed ladder when required to perform tasks at the top of the silo.
