29 CFR 1926.1053(b)(1): Portable ladders were used for access to an upper landing surface and the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain acces.  On or about 03/29/2013 at 481 North Hope Parkway in Suwanee, GA: Employees sheathing the roof on building #3 were using an extendion ladder to access the roof. The ladder was not extended 3 feet above the landing. The employees were exposed to a 24 foot fall hazard to the lower level.
