29 CFR 1926.451(e)(1): When scaffold platforms are more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from another scaffold, structure, personnel hoist, or similar surface shall be used. Crossbraces shall not be used as a means of access.  a.  Located at Building #3, there was an employee installing soffit from a pump jack scaffold that stepped from the pump jack scaffold to an apartment building's balcony landing without any safe means to protect the employee from a fall, thereby exposing the employee to a fall hazard of a maximum height of 22 feet.

29 CFR 1926.451(g)(1): Each employee on a scaffold more than 10 feet (3.1 m) above a lower level shall be protected from falling to that lower level. Paragraphs (g)(1)(i) through (vii) of this section establish the types of fall protection to be provided to the employees on each type of scaffold. Paragraph (g)(2) of this section addresses fall protection for scaffold erectors and dismantlers.  Note to paragraph (g)(1): The fall protection requirements for employees installing suspension scaffold support systems on floors, roofs, and other elevated surfaces are set forth in subpart M of this part.   a.  Located at Building #3, there was an employee installing soffit material from a pump jack scaffold that did not have a safe means of fall protection to protect the employees from a fall hazard, thereby exposing the employees to a fall hazard of approximately 22 feet.

29 CFR 1926.452(j)(2): Poles shall be secured to the structure by rigid triangular bracing or equivalent at the bottom, top, and other points as necessary. When the pump jack has to pass bracing already installed, an additional brace shall be installed approximately 4 feet (1.2 m) above the brace to be passed, and shall be left in place until the pump jack has been moved and the original brace reinstalled.   a.  Located at Building #3, there was an employee installing soffit material from a pump jack scaffold that was not secured on the bottom of the scaffold's poles in order to ensure the scaffold would not kick out, thereby exposing the employee to a fall hazard of approximately 22 feet.
