Employees were involved in excavation activates in the pipeline right of way west of the Parachute Creek Gas Plant to locate and remove contaminated soil.  This condition potentially exposed employees to benzene and other volatile organic compounds.

29 CFR 1926.65(d)(2): A site control program for protecting employees, which was a part of the employer's site safety and health program required in 29 CFR 1926.65(b), was not developed during the planning stages of the hazardous waste cleanup operation and/or modified as necessary as new information became available: (a) W.C. Striegel, Inc., 4289 County Rd. 215, Parachute, CO 81635: On March 19, 2013 the employer did not develop a site control program for protecting employees.  Employees were involved in excavation activates in the pipeline right of way west of the Parachute Creek Gas Plant to locate and remove contaminated soil.  This condition potentially exposed employees to benzene and other volatile organic compounds.
