29 CFR 1910.106(f)(3)(vi): Container filling facilities. Category 1 or 2 flammable liquids, or Category 3 flammable liquids with a flashpoint below 100 °F (37.8 °C), shall not be dispensed into containers unless the nozzle and container are electrically interconnected. Where the metallic floorplate on which the container stands while filling is electrically connected to the fill stem or where the fill stem is bonded to the container during filling operations by means of a bond wire, the provisions of this section shall be deemed to have been complied with.    a. In the paint department, flammable liquids (Patriot Black A.D. Enamel Paint) were not bonded and grounded to the dispensing containers.

29 CFR 1910.212(a)(1): Types of guarding. One or more methods of machine guarding shall be provided to protect the operator and other employees in the machine area from hazards such as those created by point of operation, ingoing nip points, rotating parts, flying chips and sparks. Examples of guarding methods are-barrier guards, two-hand tripping devices,electronic safety devices, etc.    a. In the maintenance area, rotating parts on the JET drill press were not guarded.

The guarding device shall be in conformity with any appropriate standards therefor, or, in the absence of applicable specific standards, shall be so designed and constructed as to prevent the operator from having any part of his body in the danger zone during the operating cycle.    a. In the HLM Bushing area, the point of operation on the Hendrickson Turner Bushing Press (Equipment # BP003) was not guarded.     b. In department 310, the point of operation on the straightening press was not guarded.

Each disconnecting means required by this subpart for motors and appliances shall be legibly marked to indicate its purpose, unless located and arranged so the purpose is evident.     a. In the work center 110 area, the electrical disconnect for the Delta Weld 451 was not marked to indicate it's purpose.     b. In the work center 110 area, the electrical disconnect for the Miller Access 450 welder was not marked to indicate it's purpose.     c. In the work center 110 area, the electrical disconnect for the Miller XMT Welder was not marked to indicate it's purpose.     d. In the work center 110 area, the electrical disconnect for the Downdraft 7745 dust collector was not marked to indicate it's purpose.
