29 CFR 1910.212(a)(3)(ii): Point of operation guards were not designed and constructed as to prevent the operator from having any part of their body in the danger zone during the operating cycle:  Establishment:    The employer did not adequately guard the following alligator shears at the point of operation, exposing employees to amputation: a)  Scott Shear in the Non-Ferrous Room. b)  McIntyre Machinery Ltd Shear in the Aluminum Room.    Abatement Note: Appropriate machine guarding includes, but is not limited to, the following:  1)  An adjustable point of operation guard enclosing the top of the blade and a hold-down device to prevent pieces from flying up and striking the operator.  2)  Two-hand controls with a pneumatic cylinder with a flat hold-down device.    Other safety precautions include, but are not limited to, the following: 1)  Use distancing tools, such as long-handled pliers, to hold down small pieces. 2)  Develop and implement safe operating procedures and conduct periodic inspections. 3)  Guard area to prevent other employees from entering while the shear is operating.
