Employees were observed window cleaning activities for the exterior windows from an elevated work platform, which was higher than 4-feet, that was not guarded with standard railings. Violation observed on or about April 29, 2013

29 CFR 1910.26(c)(3)(vii): Ladders were used as a brace, skid, guy or gin pole, gangway, or for other uses than that for which they were intended, unless specifically recommended for use by the manufacturer. a. Newark Liberty International Airport, Terminal A - Exterior, above TSA office. An A-frame ladder was used in a manner not intended by the manufacturer. Employees were observed using an 8-foot A-frame ladder to access a 10-foot work surface, using the top step as a point to hop up to and down from the work surface. Violation observed on or about April 29. 2013
