29 CFR 1926.501(b)(10): "Roofing work on Low-slope roofs." Except as otherwise provided in paragraph (b) of this section, each employee engaged in roofing activities on low-slope roofs, with unprotected sides and edges 6 feet (1.8 m) or more above lower levels shall be protected from falling by guardrail systems, safety net systems, personal fall arrest systems, or a combination of warning line system and guardrail system, warning line system and safety net system, or warning line system and personal fall arrest system, or warning line system and safety monitoring system. Or, on roofs 50-feet (15.25 m) or less in width (see Appendix A to subpart M of this part), the use of a safety monitoring system alone [i.e. without the warning line system] is permitted.  a) 1526 Frankford Ave. - Two employees were performing roofing activities on a low-slope roof within one foot of an unprotected edge approximately 21 feet above ground level without conventional or alternative means of fall protection.  Observed on or about 4/26/13.    b) 1526 Frankford Ave. - An employee was performing roofing activities on a low-slope roof within 1 foot of an unprotected edge approximately 18 feet above ground level without conventional or alternative means of fall protection.  Observed on or about 5/14/13.    Note:  Abatement certification and documentation required within 10 days after abatement date. The certification shall include a statement that abatement is complete, the date and method of abatement, and state that employees and their representatives were informed of this abatement. Abatement documentation shall include documents demonstrating that abatement is complete, such as evidence of the purchase or repair of equipment, photographic or video evidence of abatement or other written records.
