29 CFR 1910.134(c)(1): A written respiratory protection program that included the provisions in 29 CFR 1910.134(c)(1)(i) - (ix) with worksite specific procedures was not established and implemented for required respirator use:  On or about April 26, 2013, the employer required employees to wear tight fitting, half face respirators without developing and implementing a respiratory protection program, exposing employees to inhalation hazards.   The employer has not conducted air monitoring to determine the need for respirators.  Employees have not been medically evaluated or fit tested prior to use of respirators.  The respirators are stored by hanging them outside of the booth; they are not kept in sealed bags.  The employees do a field check on the respirator seal prior to spraying.  Pursuant to 29 C.F.R. 1903.19, within ten (10) calendar days of the date of this citation, the employer must submit documentation showing that it is in compliance with the standard, including describing the steps that it is taking to ensure that a written respiratory protection program is developed and implemented.
