29 CFR 1903.19(c)(1): The employer did not certify to OSHA, within 10 calendar days after the abatement date, that the cited violation had been abated:  a) The employer did not provide certification of abatement for Citation 1, Item 1b (29 CFR 1926.100(a)) which was to be abated by 05/15/2013.  b) The employer did not provide certification of abatement for Citation 1, Item 2a, instance (a) (29 CFR 1926.501(b)(13)) which was to be abated by 05/21/2013.   c) The employer did not provide certification of abatement for Citation 1, Item 2b (29 CFR 1926.503(a)(2)(i))  which was to be corrected by 06/05/2013.  NOTE: Abatement certification is required.

29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, or personal fall arrest system:  a) South side of residential structure: On May 1, 2013 and at times prior thereto an employee was exposed to a 10 foot fall hazard.  The employee performed framing activities while on the exterior top plate without a fall protection system in place.    b) Interior ground floor of residential structure: On May 1, 2013 and at times prior thereto, a floor hole was not guarded.  Employees were exposed to a 10 foot fall hazard to the concrete floor below.    Note) Abatement certification IS required for instance (a).  Note) Abatement certification is NOT required for instance (b).
