29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person. (a) Integrous Roofing & Restoration Inc., 4001 Federal, Denver, CO: On or about April 26, 2013, the controlling employer in charge of the worksite did not ensure a "competent" person conducted an inspection to confirm the use of fall protection prior to allowing employees to work on a 5/12 pitch roof. Condition exposed employees to a fall hazard of approximately 8 feet while removing and installing new shingles. OSHA defines a "competent" person as someone capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has authorization to take prompt corrective measures to eliminate them.
