OSH ACT of 1970 Section (5)(a)(1): Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which was free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to laceration injuries when they handled a pneumatic milling tool without first disconnecting the hose that supplied the air that allowed the machine to operate:    (a)  PPL IRONWOOD FACILITY, PENTHOUSE, UNIT 12 - Two employees operated an ESCO Mini-Millhog milling machine to apply a bevel to a supply tube.  After using the tool, the employees removed the tool from the tube and maneuvered it through their workspace.  The employees did not disconnect the air hose which supplied the air that allowed the tool to operate before handling the tool.  While carrying the tool, the tool became energized when the operation valve was moved into the "ON" position, causing the tool to begin rotating which caused the cutting head of the tool to lacerate the arm of the employee, on or about May 1, 2013.     Abatement certification and documentation required within 10 days after abatement date. The certification shall include a statement that abatement is complete, the date and method of abatement, and state that employees and their representatives were informed of this abatement. Abatement documentation shall include documents demonstrating that abatement is complete, such as evidence of the purchase or repair of equipment, photographic or video evidence of abatement or other written records.
