29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. On or about April 30, 2013, the employer did not ensure the employees installing flashing material on the 2nd and 3rd floor balconies of Building 5 were protected from fall hazards. The employees were exposed to fall hazards of up to 20 feet to the ground below.
