29 CFR 1910.107(e)(9): Flammable liquids for use in spraying operations were transferred from one container to another without both containers being effectively bonded and grounded to prevent discharge sparks of static electricity. On or about May 6, 2013, flammable and combustible liquids in the spray painting area including, but not limited to; contaminated paint thinner/reducer, primer, xylene and commercial performance products, were transferred without grounding and bonding.

Approved metal waste cans were not provided wherever rags or waste were impregnated with finishing material; and all such rags or waste were not deposited therein immediately after use. The contents of waste cans were not properly disposed of at least once daily or at the end of each shift. On or about May 6, 2013; waste rags impregnated with flammable liquids were not placed in approved containers. Rags were placed on tabletops to dry.
