29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met: On or about May 7, 2013 employees were exposed to the hazardous chemicals such as Portland cement and silica. The company did not develop a hazard communications program which includes training labeling and material safety data sheets. Abatement certification is required of this item in accordance with the requirements of 29 CFR 1903.19(c).

29 CFR 1926.451(g)(1): Each employee on a scaffold more than 10 feet above a lower level were not protected from falling to that lower level. On May 7, 2013, employees were not protected from a fall while working from a tubular welded frame scaffold, exposing the employees to a fall hazard of over 25 feet. Abatement documentation is required for this item in accordance with the requirements of 29 CFR 1903.19(d).
