29 CFR 1910.23(c)(1): Every open-sided floor or platform 4 feet or more above adjacent floor or ground level was not guarded by a standard railing (or the equivalent as specified in paragraph (e)(3) of this section) on all open sides except where there is entrance to a ramp, stairway, or fixed ladder. On or about 8 May 2013, employees were laying across the top of the parapet wall on the Congress Holding Group building roof. Employees were hanging over the edge of the parapet to remove antennas and pipes from the wall below without the use of fall protection, exposing the employees to a fall hazard up to approximately 17 feet to the concrete foundation below. Pursuant to 29 C.F.R. 1903.19, within ten (10) calendar days of the date of this citation, the employer must submit documentation showing that it is in compliance with the standard, including describing the steps that it is taking to ensure the use of fall protection is enforced when working involves heights above 4 feet for General Industry.
