29 CFR 1926.1052(c)(5): Handrails and the top rails of stairrail systems shall be capable of withstanding, without failure, a force of at least 200 pounds (890 n) applied within 2 inches (5 cm) of the top edge, in any downward or outward direction, at any point along the top edge. 301 Main St., Baton Rouge, LA (Capital One Bank): On or about April 19, 2013, the guardrail system installed along the stairway landing was not capable of withstanding, without failure a force of at least 200 pounds. Employee(s) were exposed to a fall hazard.

29 CFR 1926.1052(c)(12): Unprotected sides and edges of stairway landings shall be provided with guardrail systems. Guardrail system criteria are contained in subpart M of this part. 301 Main St., Baton Rouge, LA (Capital One Bank): On or about April 19, 2013, the employer failed to properly install a guardrail system along the stairway landing leading to the stairs to a lower floor. The top rail and mid rail was not anchored to a secure structure and did not meet the requirements of 1926.502(b)(1).
