29 CFR 1926.1052(c)(1): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with at least one handrail and one stair rail system along each unprotected side or edge:    a) Throughout the Building - A plumber foreman and workers were observed using the interior stairs which were not equipped with a standard hand rail exposing them to an 11 foot fall hazard, on or about 05/06/13.    Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.
