29 CFR 1926.416(a)(1):  Employee(s) were permitted to work in close proximity to electric power circuits and were not protected against shock by de-energizing and grounding the circuits or by effectively guarding the circuits by insulation or other means:   (a)JE Dunn Construction at 3401 Arapahoe Ave., Boulder, CO 80303:  On May 10, 2013 the controlling employer did not ensure a subcontractor employee was protected from electrical shock and burn hazards in that an electrical subcontractor was directed to remove the cover panel of a 480 volt switch gear without de-energizing the panel.  During this activity the subcontractor employee received a significant electrical shock.
