29 CFR 1926.501(b)(1): Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems: a. On or about 5/14/2013, Back of Commissary Bldg., Fort Buchanan, PR. Employees engaged in the installation of new HVAC and regrigeration units were observed working at the very edge of the roof, with unprotected side or edges at more than 18 feet from the ground level. The employees were working without a conventional fall protection system, such as guardrail, safety net, or personal fall arrest. NOTE: Certification of abatement is not required for this citation as abatement was documented by the compliance safety and health officer within 24 hours of the inspection.

The employees were using the ladder to gain access to the building's roof area and work areas.
